Bill Clinton and the Bottom Line

By William H. Duby

The Clinton White House scandal has caused the entire civilized global community to focus upon the behavior of the American President. Thoughts taken by many range from outrage to "so what!"

What we all need to get down to is bottom line. Is the congress going to impeach the president; or, are they going to force him to resign? That's truly the most important issue. That decision will truly affect the people of America and throughout the world.

I think everyone has an opinion about Bill Clinton, alias - "Slick Willy." His presidency was "an accident waiting to happen" from the get go. His character was an issue in the 1992 and 1996 election and in spite of it, he was elected. The character issue didn't go away then, and it is not going to go away now regardless of how people feel. If it wasn't for Ross Perot getting into the race, and the women's vote, he wouldn't be in office.

I was watching the news on television when I saw Patricia Ireland, of the National Organization For Women, say: "As feminist leaders we will not stand idly by, while a congress made up of nearly 90 per cent men attempts to remove the first president elected by women voters." I was dumfounded. The first thing that came to my mind was -- and women think men are sexist? Is this the ´pot calling the kettle black?" Such statements perpetuate sexism.

Anne Northup, republican congresswoman from Kentucky, made it clear where Patricia Ireland is coming from when she said, "Patricia Ireland is in support of a democratic president! The aggravation I have with the women's groups is that they have selective outrage. They would absolutely be outraged; they would be calling for impeachment, if this were Ronald Reagan or George Bush or anybody that they didn't elect. But, ah, you know, they act as though all women think alike; I mean, that's insulting to women. I believe if you are really pro-women, you are for conservative women, you are for liberal women, you are for women to head labor unions, you are for women to head up companies. You really promote women leadership in all fields."

Keeping a man in office just because women voted for him is just as irresponsible as the behavior of Bill Clinton. Clinton had to know better before he did what he did in the White House, the same as I believe Patricia Ireland knows what she is doing, when she speaks in front of the television camera. What they both don't know is, the far reaching consequences of their actions.

The comment made by Patricia Ireland brought to mind the primary reason why the Continental Congress refused to put the vote for president into the hands of the people, especially women (who they felt could easily be seduced by their emotions), and put the vote into the hands of an electoral college chosen by the state representatives. The legislators feared popular vote would give rise to another King George. Monarchy was considered a dictatorship rather than a democracy, as it is seen today. In fact, they weren't concerned with creating a democracy but a republic based upon democratic principles, hence a republican form of government. The latter is a government for the people while the former is a government for a parliament, or big business and special interest groups.

Keeping Bill Clinton in office because you voted for him is just as irresponsible as keeping Hitler Chancellor because he gave you a place in the Nazi party. If the United States is a land where the king is the law rather than any one individual, it is imperative that the constitutional initiative of keeping the law become the primary function of holding any elective office. It is better to keep the law, than to keep the man. And if the president won't keep the law, then the congress must, or the people will be lost and go astray.

High crimes and misdemeanors can be anything from an act of treason to insulting the intelligence of congress. Especially when you come to think about these two facts. First, it is the assembly of each state that selects the members of the electoral college who choose the president, not the people by popular vote; and secondly, it is the congress that has the power to remove the president if they are unhappy with his conduct. So, like it or not, Bill Clinton is at the mercy of his colleagues. And "legalese" is irrelevant at core reality when all of congress is not lawyers but legislators.

This idea that the people vote for the president is ludicrous. It is laughable in the face of the fact that the constitution doesn't make any provisions for popular vote to directly choose the president. So, in that light of the truth, Patricia Ireland and people who think in sexist terms are missing the point. We are not a land of people like the English, the French or any other nationality; we are a body of people, an American people, bound by constitutional law. It is king of the land. Such a concept is known as a "Republic Form of Government" founded upon democratic principles. No one man has the power to rule this country, nor should he. So, no matter how popular the president is, unless the congress is at ease with him, he is out.

The will of the people only goes so far in this country. And how far is that? So far as their elected representatives are happy with the president, they give him relatively few problems. On the other hand, if the congress is unhappy then you see what you have seen for the last six years. Namely, Bill Clinton making enemies rather than friends in the congress.

I believe Patricia Ireland when she says that women elected Bill Clinton; or I should say, I believe she believes it. And I also believe that is why so many are willing to forgive his conduct; they secretly want to be forgiven for voting for him to relieve their guilt for knowing better!

Remember the old saying attributed to Abraham Lincoln, "You can fool some of the people some of the time but not all the people all of the time."
